Toggle Cooldown not seeming to be working #365

Using the following toggle condition, the cooldown doesn't seem to be respected. As soon as the ability is toggled off, i can immediately toggle it back on:

                "enabling": {
                    "type": "palladium:key_bind",
                    "behaviour": "toggle",
                    "time": 0,
                    "cooldown": "10s"
                }```
